Since the National Consultative Council (NCC) work has been contentious, reaching agreements with the exception of Puntland. These agreements have included a constitution review process, which has led to the Federal Government of Somalia starting a constitution process that is not inclusive. The process lacks the participation of Puntland and the consent of the majority of the political elite in Somalia.
Recently, national leaders and almost all of the Somali political elite met in Garowe to participate in the inauguration of the re-election of the President of Puntland, HE Said Abdullahi Deni. This inauguration provided a valuable opportunity for leaders to reshape the NCC and its functions in order to address the ongoing disagreements regarding issues such as the constitution, power-sharing, resources, the establishment of national security agencies, elections, and procedures for reviewing the provisional constitution of the Federal Republic of Somalia.
This policy brief offers recommendations for Somali national leaders to address these contentious issues through an inclusive and participatory process, creating an environment for negotiation on unresolved issues. By doing so, they can complete the constitution and establish effective, responsive national institutions.
